Yes, it is. For digital video, PAL versus NTSC technology makes no difference whatsoever, except the frame rates are different. 60p is better (i.e. smoother). There are two issues you might run into: (1) if you do video-edits from multiple cameras, then you should not mix 60p (or 30p) with 50p (or 25p).
